Repentance and Revival
The biggest reason why the Church can lack the Spirit is because it is too filled with the world. A worldly church is a powerless church and it will not experience the fullness of the Spirit. Alongside being filled with the world is the other big problem - not seeing Christ as all satisfying. It's not just loving the world but its that our love for Christ is too small and weak. This makes the church more "Spirit Empty" than "Spirit Full". What are we to do? Repentance and asking the Lord to revive His people once again!
