HE is GOD, and not a man
The emphasis in ch 4-10 has been on the guilt and coming judgment on Israel (Ephraim) for their continual unfaithfulness (adultery, idolatry, etc). While God's love is present in those chapters, their sin and judgment is emphasized. Starting in ch 11, the love of God (redemption and triumph) is emphasized more (while judgment and their sin, failure is still present). The Lord's love for Israel in the past, present and future are the focus in this chapter. Yet there is this great dilemma, He is the Holy One and Israel deserves His just wrath, AND His heart is full of love to save. What will He do?
